I personally come from a country where all levels of education is government funded (you’re even supported through university although its just enough to make it through rent/food/books etc) and it really just comes off as weird to me that you would hinder people from pursuing whatever career they wish based on their parents income, I mean would that extra tax really hurt that much?

About 20-25% of the American population have a college degree of some sort. I believe its about 15-19% who have a bachelors degree.
Welcome to America, where we have relatively low taxes because the government expects us to manage our own savings yet most people end up misusing it completely.
